New Global Talent Visa Pilot

From 1 July 2018, the Australian Government will be undertaking a pilot scheme to finally address the needs of the start up industry and the demand we have for highly skilled tech workers.

The Global Talent Scheme will consist of two components:

  • Established businesses with an annual turnover of more than $4 million
  • start-ups operating in a ‘STEM-related field’

Established businesses with an annual turnover of more than $4 million will be able to sponsor highly skilled and experienced individuals for positions with earnings above $180,000 into Australia.

Employers will be required to demonstrate that they are prioritising Australian workers and that the visa-holder will facilitate skills transfer to Australian employees.

Technology-based and STEM-related start-up businesses will also be able to sponsor experienced people with specialised technology skills. Start-ups will also need to be recognised by a yet-to-be-announced ‘start-up authority’.

In the both streams, a four-year Temporary Skill Shortage visa will be issued with permanent residence applications available after three years.

Consultations are still underway, but early indications are that the following criteria will included.

Established business stream (up to twenty positions per company per year)

  • Recruitment policy gives first preference to Australian workers.
  • Labour market testing for the specific position.
  • Publicly listed or have an annual turnover of at least $4 million for each of the past 2 years.
  • Applicant has at least 3 years work experience directly relevant to position.
  • Capacity to pass on skills/develop Australians.
  • Position must have minimum annual earnings of $180,000.

Start-up stream (up to five positions per company per year)

  • Operates in STEM-related field (eg digital, biomedical, agtech).
  • Recruitment policy gives first preference to Australian workers.
  • Labour market testing for the specific position.
  • A ‘start-up authority’ will endorse the business.
  • Applicant has at least 3 years work experience directly relevant to position.
  • Capacity to pass on skills/develop Australians.
  • Minimum annual earnings at the market salary rate (no less than $53,900).
